There's no clarification on it but in the link (dated Dec 15th), it says that Rockstar didn't want to submit it for consideration.

Rockstar have a reputation for sweeping the awards at the Bafta's but is this a snub to the awards or a 'polite' snub to everyone else saying something like 'We'd rather you all had a chance to get the recognition you deserve'

An odd one.

I don't see how Rockstar have a reputation for sweeping the awards. GTA Vice City had a storming BAFTAs awards the year it was out (and rightly so, it was the best GTA game of the lot), but since then I don't think Rockstar have won anything. San Andreas and GTA IV got a lot of nominations, but didn't win.

I think they're just being pissy about not winning for a few years now.
